Puon PENH
Chairman
A survivor of the Khmer Rouge and a testament to the enduring power of the human spirit, Puon Penh’s life journey is inextricably linked to the transformative force of sport. His childhood, marked by the unimaginable horrors of the Khmer Rouge regime, culminated in a harrowing escape to the United States, where he found himself navigating the challenges of a new culture and the harsh realities of impoverished urban life. In the face of adversity, sport became his refuge, a sanctuary where he could find strength, build resilience, and escape the temptations that claimed so many young lives. From the streets of his new home to the rigors of college and graduate school, and throughout a demanding two-decade career at Wells Fargo Bank, sports remained a constant companion, a source of both physical and mental well-being. It helped him navigate the stresses of raising four children while simultaneously building a successful career.
Now, having reached a point of profound personal success, Puon Penh dedicates his life to paying it forward, to empowering the next generation of Cambodian youth. This dedication is the driving force behind Siem Reap FC, a club that transcends the boundaries of the football pitch. It’s a platform for personal growth, a beacon of hope for a brighter future, and a testament to the enduring belief in the power of sport to inspire and transform lives. As Chairman, Puon Penh’s vision extends beyond the field of play, encompassing a holistic approach to youth development that integrates athletic training, education, financial literacy, and community engagement. He envisions a future where Cambodian youth have the opportunity to “Dream. Perform. Succeed,” not only as athletes but also as responsible and engaged citizens. His unwavering commitment to building a more sustainable and inclusive Cambodia is reflected in Siem Reap FC’s dedication to environmental sustainability and community outreach programs. His leadership embodies the spirit of resilience, hope, and the unwavering belief in the transformative power of sport.

Dina SIN
Interim Executive Director and Board Member
Dina Sin is the Interim Executive Director of Siem Reap FC, bringing over 25 years of senior leadership experience across Southeast Asia in sectors including FMCG, nutrition, and chemical construction. He has successfully led operations in Cambodia, Thailand, Laos, Myanmar, and Vietnam—overseeing major business transformations, launching new markets, and managing large-scale teams. Known for his strategic thinking and operational excellence, Dina has played a key role in launching Unilever Cambodia, restructuring Herbalife, revitalizing Osotspa, and scaling Sika Cambodia’s revenue 35-fold during an economic downturn.
He now brings this proven expertise to Siem Reap FC, where he is committed to strengthening the club’s organizational foundation, driving sustainable growth, and building a strong, community-centered future through the power of sport. Dina holds a Master of Science in Marketing from the University of Leicester.

Serey Roth MAING
General Secretary
Sereyroth Maing is the General Secretary of Siem Reap FC and a passionate advocate for gender equality and youth empowerment through sport. With a Master’s degree in Philosophy from the Royal University of Phnom Penh, she brings a thoughtful and community-centered approach to her leadership.
Prior to joining Siem Reap FC, she served as the Cambodia Program Manager for 7 years at Kids Play International, where she led initiatives that used sport to build confidence, promote inclusivity, and inspire leadership in girls.
At Siem Reap FC, she continues this mission by strengthening connections with families, schools, and local organizations, supporting coach development, and overseeing program monitoring to ensure meaningful impact for youth across Cambodia.

Katey LIPPITT
People and Community Relations Manager
Katey Lippitt serves as the People & Community Relations Manager at Siem Reap FC, where she spearheads strategic partnerships and community engagement. In 2024, when the Cambodian Women’s League opened its doors to foreign players, Katey proudly represented Siem Reap FC on the field, bringing her playing experience from competing in the BUCS League in Nottingham, England and in the NCAA Division I with Georgia Southern University.
Relocating to Cambodia in 2018, Katey dedicated seven years to a sport-for-development nonprofit advancing gender equality through sport, ultimately ascending to the role of Global Programs Director with strategic oversight of cross-continental initiatives spanning Africa and Asia.
Since joining Siem Reap FC’s management team, she has leveraged her expertise in program leadership, social impact, and stakeholder engagement to drive sustainable growth and strengthen community ties within the club. She holds a Master’s degree in Business Management with Distinction from the University of Nottingham.
